According to the economic correspondent of Tasnim News Agency, based on the available statistics, 145 circulars have been issued in the field of foreign trade from the beginning of the year until Monday. If we consider only working days, we can conclude that during this period, about two circulars have been issued daily in the area of changing laws and regulations. Another point is that most of these circulars are related to export restrictions. This means that according to the statistics of Iran Customs, 80 to 90 of the 145 circulars that were mentioned were signed only by the Director General of Mineral Industries of the Ministry of Security. In terms of content, these circulars include the import license of some companies in the time frames of 15 days to three months. In fact, restrictive and control circulars are constantly sent by the Ministry of Privacy. The solution provided by the relevant experts for this issue is that the Ministry of Security, instead of presenting the list of companies allowed to import, announces the companies that did not fulfill their foreign exchange obligations. That is, instead of announcing the companies that are allowed to import, announce the companies that are not allowed to import. In this case, there is no need to change the lists constantly. If this happens, a significant part of these directives will be reduced. Mineral Industries Office of the Ministry of Safety issues 10 to 15 circulars every month. For example, this office issues various circulars for the import of arc ingots (steel), zinc ingots, cement, long sections (such as rebar), profile pipes, flat sections (such as steel sheets), glass and copper. It also announces every month which companies are able to import.<\/p>\n<h4>\nIssuance of 90% of circulars by three agencies<\/h4>\n<p>90% of the circulars issued in the field of foreign trade are related to the Ministry of Privacy, Ministry of Health and Agricultural Jihad. A small part of the circulars are issued in the implementation of customs duties, which generally have a control aspect. Other organizations usually issue few circulars. About five percent of the circulars this year were also related to the tax affairs organization, which was due to the change in the value added tax law. Regarding the contradiction of the circulars issued by different institutions, it should be said that there are such cases that cause confusion for the executive institutions and the people. For example, we have a circular based on which restrictions were imposed in 2017, but now a new circular has been issued that violates the restrictions.
